Who are Innocent Bystanders?
Innocent bystanders are crime victims—not "accident victims." They were killed or injured as the result of vehicular police chases or police response calls. They are people just like you or me doing the same things you or I do. They are individuals—families—who were killed while going about their day-to-day business—driving to and from work, to and from the movies, the mall, or picking up their children from school or daycare. They are also babies and toddlers sleeping in their car seats after a fun day at grandma's house. They are husbands and wives, mothers and fathers. They are not people committing crimes or resisting arrest. They are the people we love, and all of them thought the same thing, "It will never happen to me."
